I will confine myself to the punishments proper for nobles, affirming that they should be the same for the greatest citizen as for the least. Every distinction of honour or of riches presupposes, to be legitimate, a prior state of equality, founded on the laws, which regard all subjects as equally dependent on themselves. One must suppose the men, who renounced their natural state of despotic independence, to have said: Let him who is more industrious than his fellows have greater honours, and let his fame be greater among his successors; let him who is more prosperous and honoured hope even to become more so, but let him fear no less than other men to break those conditions by virtue of which he is raised above them. True it is that such decrees did not emanate in a convocation of the human race, but such decrees exist in the[208] eternal relations of things; they do not destroy the supposed advantages of a nobility, though they prevent its abuses; and they make laws feared, by closing every admission to impunity. And if any one shall say that the same punishment inflicted upon a noble and upon a commoner is not really the same, by reason of the diversity of their education, and of the disgrace spread over an illustrious family, I will reply, that the sensibility of the criminal is not the measure of punishment, but the public injury, and that this is all the greater when committed by the more highly favoured man; that equality of punishment can only be so when considered extrinsically, being really different in each individual; and that the disgrace of a family can be removed by public proofs of kindness on the part of the sovereign towards the innocent family of the criminal. And who is there but knows that formalities which strike the senses serve as reasonings with the credulous and admiring populace? When Jefferson became President, in 1801, and Madison his Secretary of State, the hatred to Great Britain was carried to its extreme, and the friendship of Buonaparte was cultivated with the utmost zeal. When Jefferson was a second time President, in 1807, he violently resisted our right of search of neutral vessels, thus playing into the hands of Buonaparte and his Berlin Decree, in the hope of carrying on a large trade with the European Continent at our expense. Out of this arose the affair of the Leopard and the Chesapeake off the capes of Virginia, in which the Chesapeake, refusing to allow a search for British deserters, was attacked and taken. This put the whole of the democracy of America into a raging fury, though the boarding of the United States war-sloop, the Hornet, in the French port of L'Orient, for the same purpose, was passed over without a murmur. To prevent such collisions, Canning, on the part of the British Government, issued orders that search of war-ships should be discontinued. This, however, did not prevent Jefferson from making proclamations prohibiting British men-of-war from entering or remaining in American ports; and the utmost indignities were offered to all the officers and crews of our men-of-war who happened to be lying in American harbours. Moreover, Jefferson issued, in December, 1807, an embargo against all American vessels quitting their own ports, because if at sea they did not submit to be searched to ascertain whether they were carrying goods to French ports, they were treated as hostile by Great Britain, were attacked and seized. This was in retaliation of Buonaparte's Berlin Decree, and made necessary by it. On the other hand, Buonaparte seized any American or other vessel entering into any port of Europe under the power of France, which had submitted to search. To prevent this certain seizure of trading vessels, the embargo was issued, and all merchant vessels of all nations were prohibited from entering American ports. A more[34] suicidal act than this could not be conceived, and the people of the United States soon complained loudly of the consequences. In 1809, Madison succeeding Jefferson in the Presidency, and Buonaparte having now rendered matters worse by his Milan Decree, besides his Berlin one, Madison abolished the general embargo with all nations except France and Great Britain, and declared this, too, at an end, whenever either or both of these nations withdrewthe one its Decrees and the other its Orders in Council. But in 1810 Madison declared that France had withdrawn its Decrees so far as America was concerned; though this was notoriously untrue. Numbers of American vessels continued to be seized in French ports, though the United States Government dared not complain, nor did they ever recover any compensation from Napoleon; it was from Louis Philippe that they first obtained such compensation, and, curiously enough, through the friendly intervention of Great Britain. It was in these peculiar circumstances that the extraordinary measure was adopted of sending out a commission. The king, however, was furious at what he regarded as a breach of his prerogative. He told Sir George Grey, one of the Commission, in the presence of his Ministers, that he was to assert the prerogative of the Crown, which persons who ought to have known better had dared to deny, and that he was to recollect that Lower Canada had been conquered by the sword. A week later he favoured Lord Gosford with this[399] outburst"By God I will never consent to alienate the Crown lands, nor to make the Council elective. Mind, my lord, the Cabinet is not my Cabinet. They had better take all, or by God I will have them impeached." As Lord Glenelg, the Colonial Secretary, was the person alluded to in the first sally, the Ministry drew up a strongly worded remonstrance which was read to the king by Lord Melbourne. But Lord Glenelg's instructions to Lord Gosford were toned down, and his mission was therefore foredoomed to failure. It was found that the sense of grievance and the complaints of bad government prevailed in both provinces, though of a different character in each. The habitants of the Lower Province complained of the preference shown by the Government to the British settlers and to the English language over the French. Englishmen, they said, monopolised the public offices, which they administered with the partiality and injustice of a dominant race. They complained also of the interference of the Government in elections, and of its unreasonable delay in considering or sanctioning the Bills passed by the Assembly. They insisted, moreover, that the Upper House, corresponding to the House of Peers, should be elective, instead of being appointed by the Crown and subject to its will. In the Upper Province the chief grounds of discontent arose from the want of due control over the public money and its expenditure. Many of the electors had gone out from Great Britain and Ireland during the Reform agitation, bearing with them strong convictions and excited feelings on the subject of popular rights, and they were not at all disposed to submit to monopoly in the colony of their adoption, after assisting to overthrow it in the mother country. Lord Gosford opened the Assembly in November, 1835, and in the course of his speech he said, "I have received the commands of our most gracious Sovereign to acquaint you that his Majesty is disposed to place under the control of the representatives of the people all public moneys payable to his Majesty or to his officers in this province, whether arising from taxes or from any other source. The accounts which will be submitted to your examination show the large arrears due as salaries to public officers and for the ordinary expenditure of the Government; and I earnestly request of you to pass such votes as may effect the liquidation of these arrears, and provide for the maintenance of the public servants, pending the inquiry by the Commissioners." Mr. Villiers renewed his motion on the 26th of May, 1840, after the presentation of petitions in support of his views bearing a quarter of a million of signatures. These signs of the growth of public opinion had no effect upon the House. There was a fixed determination to give neither Mr. Villiers nor the petitioners a fair hearing. He was assailed with a volley of every kind of uncouth sounds. The Speaker's calls to order were utterly disregarded, and it was not until, losing patience, he commanded the bar to be cleared, and members to take their seats, that the advocate of Free Trade could be heard by the reporters. It was useless to carry on the discussion amid this deafening clamour. Lord John Russell weakly demanded what the Government could do when a majority of the House was against any alteration in the law, and said he would vote for the motion, but not with a view to total repeal, as his own opinion was in favour of a moderate fixed duty. The House again divided, when 300 members voted for the landlords' monopoly, against only 177 in favour of inquiry. A planing machine platen, for instance, moves at a uniform rate of speed each way, and by its own motion shifts or reverses the driving power at each extreme of the stroke. Presuming that there were no examples to be examined, an apprentice would find many easier problems to explain than how a planing machine can shift its own belts. If a platen or table disengages the power that is moving it, the platen stops; if the momentum carries it enough farther to engage or connect other mechanism to drive the platen in the opposite direction, the moment such mechanism comes into gear the platen must stop, and no movement can take place to completely engage clutches or shift belts. BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses.
In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties.
Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee.
He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families.

China releases white paper on arms control in new era

BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive."
At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication.
Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China–U.S. relations.
